Chi Thanh town is an administrative and economic unit located in the center of Tuy An district, formed from the villages of Ngan Son and Truong Xuan (belonging to An Thach commune) and the villages of Chi Thanh and Chi Duc (belonging to An Cu commune). Therefore, the history of the Party Committee and people of Chi Thanh town is always closely linked to the history of the Party Committee of An Thach commune and An Cu commune.

The people of Chi Thanh town (formerly An Thach and An Cu) have a tradition of patriotism, solidarity, bravery, and intelligence in fighting foreign invaders, protecting the country, and being diligent and creative in labor and production. Especially since 1930, when the Communist Party of Vietnam was born, under the leadership of the Party, the tradition of patriotism and revolution of the people of An Thach and An Cu has been increasingly promoted. Many progressive youths and patriots have secretly responded to participate in the revolutionary movement led by the Party.

In early 1931, the Indochinese Communist Party cell in Ngan Son village was established.
